Microblading and Permanent Makeup. Are they the same?

Is Microblading same as Permanent Makeup? Think of Permanent Makeup as the Big Umbrella. Under the big umbrella, there are three Permanent Makeup tools/modalities:

1. Rotary (tattoo machine for the face, less thrust power than the machines used on the body

2. SofTap

3. Microblade

Microblading is a specific tool/modality. However, the internet interchanges the word "Permanent Makeup" and "Microblading". The tool Microblade is used for the brows only. A Microblade should not be used for Permanent Eyeliner and Lip Blushing. The Rotary and SofTap tools are used for the eyeliner and lip services.

Is there an age limit to Permanent Makeup? I have clients who are interested in gifting Permanent Makeup brows, eyeliner and lips for their elderly mothers.   Here is a scenario.
